The Persian satrap in asia has quickly gotten sick of dealing with spartan harassment. He sends gold coins, 50 talents worth, to be divided among the war hawks at thebes, corinth and argos on condition that they get their cities to rebel against sparta. But really, to move three powerful city states to war, it's merely a puff of wind, a spark thrown in a tinder box. The pro war agitators at thebes snap into action but they can't just get their city to attack sparta outright? They swore oaths to uphold the peace. That's what you always do.
