BBC Monitoring was a service that eavesdropped on the airwaves and listened into radio from Russia and Cold War states. The BBC took up residence in Cavisham Park, which is this posh country house in Berkshire. Refugees from Nazi-occupied Europe came to act as monitors because their language skills were far superior to the British who tended to mistranslate everything. And then it got going building a Babel basically by taking Berkshire and then they started translating it.
