The Importance of Confidence Building Measures

The Taliban and the government agreed to exchange 5,000 for 1,000 prisoners as a confidence-building measure. The Talibs said that they would release all of theirs, but they want all of the Government's inmates. They made a commitment that these free prisoners by both sides would not go back to the battlefield. Was that lived up to you?
