The Biden Administration's New Policy on Drone Strikes
The Biden administration has issued a classified new policy governing rules on drone strikes outside war zones. With the exception of collective self-defense, which is exempt from this policy, if the U.S. military or CIA wants to attack a terrorist suspect they have to get permission from President Biden himself first. The takeaway is it is a return to the more centralized control of out-of-war theater targeting decisions in the counter-terrorism context that was a hallmark of the late Obama era.
