The Importance of Identity Documents in Marriage
In the book you talk about some examples before a Burger fell about trans people and their access to same-sex marriage or opposite-sex marriage as it were. What I kind of came to realize is that identity documents serve a different function in marriage. It's actually always been in the interest of departments of motor vehicles to let people change identity documents. Drivers' license have law where the first state institution that let people change, like surgery or even any kind of medical transition.
