What Does Jack Bogell Say About International Stocks?

Spencer referred to jack bogell, who is the founder of the vanguard group. He has done more to popularize passive index in vesting than any one i know. I've heard him speak a number of times at conferences. But what does he say about international stocks? He invests very, very little in em and his rational is, the market is a great equalizer an overtime.
