Jangisa, the pirate queen of China, tried to negotiate an amnesty for her fleet. She walked into a government building and said she was happy to give it all up. The ching navies realized they were outnumbered by the pirates so couldn't really fight against them in the sea. Many of the pirates were offered bureaucratic and military commissions in the chinese army.
