Julian's Metaphysics

The Emperor is kind of like the vicar of Christ on Earth, reigning over the world. Julian does this right in a non-Christian way. He sees them as not just honorary Greeks, but ethnically Greeks. And he says that Rome is a Greek city. Roman culture is from beginning to end Hellenic.
