Theodosius' Monuments
Theodosius' monuments were important and impressive for sure. He did go down in tradition as a very important emperor. If his monuments had been more preserved better, I think we might have regarded him more highly. There were better rulers in Theodosius, but they didn't have the ability to make changes with long term impact.
