The Cost of Vaccinating Chickens
When you vaccinate a chicken, it doesn't actually prevent it being infected. It might just not get ill. So yeah, what you want to really fight first is mortality. But depending on which type of vaccine you're using, most likely you'll end up with some infection still happening. I've no idea about the practicalities of this in large parts of the world. That's why it did not work.
