Roosevelt's administration adopted and retained a consistent pro soviet line in both personnel. To stallen's benefit, the goal of all policies was, with zero exception, to further communist triumph and domination. Stallan also pushed collective security, the idea that the nations of the west should co operate to restrain hitler.
