How Likely Is the AI System to Be an Agent?

How likely is the system to be an agent? There are a whole bunch of considerations here. I think a particularly big one is just economic forces to create agents. The alternative to agents is something like a tool that is not trying to do anything in the world, but you can use it to do something that you wanted. Then thirdly, for the non-agentic AI cognitive labour, how much of that will get controlled by the AI system somehow? That seems like it could be controlled by the human agents or the AI agents so it is the question of how it gets split up.
