Adi: I don't think hitler saw it as a preventive war. Although the germans had good intelligence on some of the soviet deployment near the frontier, i don't think they had any information suggesting an imminent devasion. The problem was that ou know, the rapidity and speed of the germany's ability to counter attack is what preempted any kind of premeditated plan. They were hoping to go on the offensive in fairly rapid order but that didn't happen. It's just the plan which was not anywhere near fruition was rendered almost entirely irrelevant by the ferocity of the German response.
