The Effects of Hurricane Laura on Chemical Facilities

Excess emissions refers to pollution from chemical facilities that are beyond what's permitted. The state gives you a permit that defines how much pollution you can release into the air, but they make an exception for certain circumstances. Facilities might release pollution in this manner for a variety of reasons. A plant might unexpectedly lose power or maybe a valve or a pump or some other complex machinery malfunctions.
