Is FEMA Ready for Catastrophic Disasters?

Michael Brown, who used to be a huge part of FEMA back during the George W. Bush presidency, wrote an article in Politico and it was written in 2015. The title of it is Stop Blaming Me For Hurricane Katrina. A senator asked why if we knew from the hurricane Pam exercises in July 2005 that New Orleans and Louisiana were ill prepared, why we didn't make the necessary changes?
