The Great Depression was a difficult time for many people in Philadelphia. Two cousins tried to make money by selling life insurance, then cashing the checks after their death. They were apparently flying pretty low under the radar for a long time until 1938. That's when one of them offered another man $2,500 if he would help him kill his client.
