i think policies that have isolated rogue states, rogue governments haven't helped the people. The isolation of hamas in gaza has not helped the people who live in gaza. And maybe by offering some inducements, it might even moderate their behaviour. I'm sure that they were ru russian chinese adversaries were surprised that the us would handle this this badly. This did use to be a unipolar moment, why do we need money again? But i can imagine many afghans are now saying: 'Didn't america make the right decision over last 20 years?'
