When figure skating was first introduced in 1908, compulsory figures accounted for 60% of someone's score. For one year, they brought up an even more esoteric event called special figures where you could basically make any intricate shapes you wanted. Over time, this odd part of figure skating fell away and the weight of figures dropped from 60% to 40%.
