Sally Kohn: I think that in a lot of ways, this idea that tech is better left to the private sector is the result of laziness or disinvestment in technology on the part of many governments. She says it's not just about letting people do the work if they have the skills; it's also about giving them an opportunity to rise above and make their own decisions.
