There's a calibration problem currently that exists in the Democratic Party about how liberal it has to be on immigration, he says. The idea is I think people in the Democratic party want compassion, but they don't want open borders writ large, Hagan says. Congress does have a role to play in the long term in building worker programs, she adds.
