In the military, mutinies are like a worker's strike but because it'si the military, everything is more intense anyway. Any kind of refusal to obey orders, or any rebellion strike, anything like that, is also a crime. And often it's a really serious crime, even punishable by things like long jail time or death. The idea that someone would like a worker says, i'm going to refuse unsafe work conditions becomes something treated on the level as treasonous behavior and could be executable.
