In modern society there is this plurality of world views, religious and secular. The role of the state is not to decide or adjudicate between these different world views,. rather its remit is to create a legal space in which individuals and communities can pursue their own search for ultimate truth. Kuiper used the terms first of the tea for a different sense of pluralism, what you called principled pluralism.
