In South Korea, the social hierarchy of age is very intense. The bullies were caught on camera forcing student one onto her knees and taking pictures of her with the flash on. When they found out that the victim had reported them, they just scurried to turn themselves into the police because judges are easier on them if they turn themselves in first. These bullies would actually only pay for their crimes by spending a few years in prison.
