CPU Governor Profile
The governor profile allows the CPU to spin up to maximum speed when it needs to. The idea is that when you have a heavy hitting task that needs all that performance, it will spin the CPU up to do that and spin it right back down again as quickly as it can. If you just pin the clock speed low, then you may not save any power whatsoever. In some cases, like with laptops, it can actually get worse.
