The Lack of Government Reach in Eastern Congo
I think partnering with Kincasa, whether it's a private company or the official government to government, I think it's tricky given the lack of government reach in eastern Congo. That is a very large ungoverned space and while you have ostensibly some state presence, you have the presence of Congolese military. You see reports of illegal armed groups in the area who benefit from mining enterprises. And even with the best of intentions, the susceptibility of some key actors in the region to corruption could undermine any sort of agreement that's established in the capital.
