Oaks and Ballard used that 1970 article to demonstrate that it had been there all the time. It'd been there all along, but the one he uses isn't there at all. And prior to the advent of the internet, this stuff was completely inaccessible. The lay member of the church has no work around. All they have is the church manual and it's not there.
