The asteroid belt is the center of the story, at least in the first book. Rather than trying to colonize Venus, mankind has gone into the asteroid belt and some of the moons of Saturn and Jupiter. The resultant societies are kind of a cross between company town, labor exploitation type thing and also like an old Western frontier type thing.
