Weber thought that political leadership in a modern state meant speaking for the nation as a whole. He worried that germany, under the wimar constitution, would be a parliament in which there would be multiple competing sights of authority. And so he was a great supporter of a feature of that constitution, which was the power of the president to assume an almost dictatorial power at times of crisis.
