The emperor would give his permission, and Augustus did this, for people to build up shrines that would put statues of the emperor next to statues of the gods. This was being put forward as someone who controlled and really imported order on not only the human world, but also on the cosmos itself. They would send their armies to the far reaches of the empire, Africa, the Middle East, to get animals to bring them to Rome and to make them fight each other in the Colosseum.
