Ireland has less than 30 decisions that have fines imposed them, compared to 650 in Spain. Helen Dixon argued a fine would have no meaningful dissuasive effect on meta. She was right and Ireland had to toughen its ruling by the European data protection board. But why did she not want to impose any fine on meta?
