The amount that people pay for college has not been going up in real terms. For private four year colleges, it's been coming down since the early 1990s. But public college tuition has also been pretty flat in real terms for the past ten years. And i think that big, overarching supply and demand dynamic is going to prevent colleges from raising tuition - regardless of whether this bill went through.
