The Fed's Negative Income

The monetary base is shrinking because of quantitative tightening. The Fed loses control when there's all this, when there's so many reserves in the system. It means that banks can go and have no reserve requirement anymore. And they have to pay money on the reserves now. They're earning interest on the reserves. None of this makes any sense to me.
