The War on Terror in the South

By 1870, terrorist groups such as the Ku Klux Klan had a foothold in every former Confederate state. They used violence and intimidation to fight back against Republican control. The radicals weren't going to stand aside and let the Klan terrorize black Southerners. Congress passed two Enforcement Acts which allowed the president to use the federal courts for civil rights protection.
