In theory, the framers designed a Senate confirmation process to be one of the key checks on the executive branch. In practice, several loopholes have developed over the years that allows a lot of high-functioning employees to have never been vetted or confirmed by the Senate. And yet there are these ways for the White House to circumvent the checks that were built into our system.
