Puerto Rico has been a property of the United States for 120 years. It's called the commonwealth of Puerto Rico, which means it is owned by Congress and doesn't have voting representation in Congress. "Having been a colony has denied to Puerto Rico the kinds of economic development that were distributed across the mainland," he says.
