The country hadn't been unified in, you know, hundreds of years. It was a way to make sure the party ideology penetrated down to the lowest levels. By activating everyone, by sending all those apparatics and quadres out to learn from and and teach the the rural people,. that was a how to stitch the entire country together through the ideology the mas. So it's kind of a hilo dynamic. Then, like you there's these experiments where officials have control over districts. But what presumably ends up happening then is that, as these places develop, the local institutions become loyal to those officials - which could be bad for democracy.
