The Taliban were inside the city, inside Kabul. And people saw- When President Ghani fled. Right. But they had- We got an agreement with them on the 14-15 of August that the two small four units that were there would draw. That President Ghani would send and empower delegation. Why wasn't that created by Tony Blinken in the State Department? The plan for withdrawal, which is the responsibility of the Defense Department, was developed. It was a good plan. What complicated the situation was the popular reaction in Kabul, the cause of which was both fear and opportunity. A combination led to this flood of people to come to the airport and cause the terrible scenes.
