The Law of the Medes and Persians
Daniel's habitual practice involves three occasions of prayer every single day. Many have regarded these times of prayer as corresponding with daily rituals in the temple. The fact that daniel's worship is oriented towards jerusalem is import evidence of this. Daniel does not make a scene of public disobedience here, but he does not divert from his usual practice. He has an existing pattern of piety and he continues in it. Darius will find himself trapped by the law of his own creation.
