Putin's Plan to Keep the VKS in Reserve

I don't think the VKS is being held back or would be held back in reserve for the sake of other contingencies. I think it's being held on the back burner, as it were, largely because they don't have options that are particularly good against those tactical Sams Ukraine is still fielding. The destruction is mostly being accomplished by all Antens with queuing in artillery, ballistic missiles, or Lancet 3. They also fire quite a lot of KH-31P and older KH-58 anti-radiation missiles for the SEAD role.
