The Rise of the Freedmen Bureaucrats in Rome
Claudius proved to be one of the more capable emperors Rome ever saw. He took an active interest in governance, which is something Rome had not really seen since Augustus died 25 years earlier. The Romans weren't quite ready to accept the notion that Claudius actually knew what he was doing. Most attributed anything halfway intelligent that came out of the imperial palace to be from his freedmen advisors.
