Bloody sunday was the result of confusion, lack of direction, poor leadership and vague orders. The police working for the ministry of the interior seemed to passively acquiesce to the march. Policemen were present as the marchers embarked, and they did nothing. Even a cavalry charge only moved the workers back a little bit, but did not break them up. Then a bugle sounded, and the soldiers levelled their rifles and fired directly into the people. Forty were immediately killed or wounded, including those closest to gapon. And now the procession did break up in panic.
