Also in 447 BC, another Athenian man named Clainius proposed a decree tightening up tribute collection throughout the empire. If we accept this dating, then he may possibly be the Clainius that was the father of Alcibiades. If we don't, then he was someone else, who, like Clearchus, we have no further information on. Anyways, the decree reads, quote, the council and the magistrates in the cities and the inspectors, the Episcopoi, should look after the collection of tribute every year and bring it to Athens. There to make identification tokens for the cities, to prevent those who bring the tribute from committing offenses. This system
