i can't think of a single person i've met who wants all gambling band may be the odd comment on twitter that i've seen somewhere, but there are no prohibition. What they want is for multi billion pound companies not to exploit the vulnerable and the poor. I don't think those are get out clauses for bad behavior. We're at a point where you know this is really important - we got to get it right now. It was just badly done with the incentives in mind without putting the kind of safety net in place which will make sure nobody falls through the cracks.
