Russian propaganda is aimed at presenting the Russians as the good guys, Ukrainians as the bad guys in purely unreleaved and cartoonish fashion. So no Russian soldiers will never attack civilian targets. Just as after all, Russia has never invaded another country but only ever defended itself. It's a shame that no one actually then thinks to read any history books. But there is also a more sophisticated approach, which instead of claiming that Russia is as pure as the driven snow, instead tries to create a situation in which everyone is basically playing by the same rules. And I think that's what's going on here.
