There are unintended consequences to every human decision, says James Carville. Unintended consequences aren't a problem if the person who has to deal with them is also making the decision, he adds. The cobra problem as it's come to be known emerges from colonial India and was solved by putting a bounty on each head of a cobra that was brought into an office.
