By late 42 Hitler had always been distrustful of his surface fleet. He thought that the surface navy was a breeding ground for revolution, communism and agitators. And he decided to really put all his eggs in the basket of the U-boat war. His timing was really unfortunate about that because within half of a year, we would have cracked the U-boats problem.
