Professor rushid sumela is a professor of ocean and fisheries economics at the university of british columbia. He's done a lot of work on the fishing fleets competing in the south china sea, which sits between vietnam and the philippines. Both vietmes and philippino fishermen are unhappy about this in what they call their traditional fishing areas. Professor rashid smiler: "I think that balancing act will also be attempted"
