The Creep Isn't Seeing Me as a Child

The story takes place when he was around 16-17 years old. I live with just my dad in a little apartment in a questionable area. The creep didn't see me as a child like everyone else did. That person must have been crouching down as only the top of their face could be seen from the bottom. As soon as that person realized I saw them they ran away. He wasn't slurring but the way he was looking down at me gave me goosebumps.I honestly don't know what happened to him and I never told my parents about it.
