The origins of public choice are exactly in sort of the federalist papers and as a kind of practical politics. And certainly Buchanan's constitutionalism is coming right out of that same tradition too. What he's trying to do is give non-Hobsian solution to the Hobbesian problem. How do we tame Leviathan? How do we put democracy in chains? That's the question, right?
