The question of is it should we in the West continue to produce fossil fuels or use fossil fuels in a more highly regulated environment rather than effectively using fossil fuels from regimes that apply less, less, higher standards? I first grappled with that as a journalist when the BP oil spill happened in the Gulf of Mexico. There's another aspect to this, which is the moral question of constraining sub-Saharan African countries right to develop their natural gas.
